New statuses - "stalled" and "not applicable"

Stalled - primary use case is ‘missing documents’: tenancy agreements, EPC, or gas safety cert. (Sophie in Barking raised this as a way of being able to flag up bottlenecks).
N/A - this was raised by Jon in Waltham Forest for processing checks (e.g. Land Registry) that any Metastreet client doesn't undertake as a standard step.

Hi Team Metastreet, just wondering on progress with this request. What is the solution devised? Please note: Enfield would like to be able to set a new status to define 'Application Valid' (i.e. all documentation received) with date/time status for the change in the Properties List export, such that the service can manage their SLAs from this stage.
