File Upload - display to customer

WF PRPL service wish to 1) display different file upload types for different licence types (e.g. floorplans for HMO only, not Selective) 2) make it mandatory for an applicant to upload a file 3) short term - help text "you must upload a gas safety certificate for the Council to process your application"
